Role of Police- need of reforms

City Nazim Naimatullah Khan has said that Police Order 2002 had reduced the position of Nazims and according to this order a town police officer (TPO) though answerable to the Nazim, but on his enquiry the TPO was free to give answer in 45 days and Nazim would be waiting for his reply for 45 days.

He was addressing the meeting of Shura Hamdard Karachi chapter on Thursday February 12, 2004, held under the chairmanship of Justice Haziquel Khairi, Ex provincial Ombudsman Sindh, on theme: "Role of Police need of reforms" at a local hotel.

City Nazim further said that there were two government institutions, which had great influence on Pakistan's affairs, one was bureaucracy and the other was Police. Present government had reduced the influence of bureaucracy, and the government certainly would have made attempt to do the same with Police, but obviously it had failed and Police Order 2002 was a manifestation of it, he said adding: "according to the order Nazim is responsible for law & order in his area, but when Nazim does not have power to control police how he can be responsible for law & order", he questioned. He said Nazim should be given such power through which he can remove the causes of Law & Order. He lamented that two years passed but the safety public commissions have not been formed yet, which could create some sort of check and balance. He was of the view that necessary changes should be made in police order 2002 with the consent of police authorities.

City Nazim Naimatullah said that Pakistan was the only ideological state in the world, which was achieved through great sacrifices and it was a gift of Almighty Allah. Without being effected by any complex we should try to implement Islamic system in our country and look at the condition of western nations who were crying against the consequences of their own civilization and secular system of government.

Speaking as a guest speaker the Inspector General of Police Syed Kamal Shah said that the Police Order 2002 was meant to control the police and to make its performance better. Police was responsible for the life, property and dignity of the people and when we talked about such an important department we must take into account of procedure of its men's selection whether they were being selected, recruited, appointed, designated and promoted on merit and trained on required standard or not, but the answer of this question in reference to Sindh province was negative, he added.

The Inspector General Sindh said we recruited 9000 persons in police during last 2 years on merit, we made a psychiatrist to sit during interviews to check the emotional quality (EQ) of the candidates in order to avoid those persons who were sentimental and emotional. We changed the entire system of police recruitment and the syllabus of training by introducing the chapter of human rights, huqqooq-ul- ibad and respect for women, which were the teachings of Islam. He hoped that new batches of police would comply with the expectations of public.

He said if the method of selection in police would not be upto the required standard then howcome the department would be able to show good performance and if the right method of selection is continued, the performance of police force would certainly improve, he added. He said we had registered 879 F.I.R. against policemen in 2001 & 2002 and gave them major and minor punishments to improve the performance of police force. We made enquiry panels and formed internal accountability system. 146 terrorists are now in jail and 39 have been punished by the courts due to our efforts

Highlighting the sacrifices made by the policemen he said in 2003 in Sindh 46 policemen died and 137 severely injured, 59 policemen died in Karachi during combat with terrorists and robbers. Karachi police have only 20 per cent residential facilities,' a policeman gives 12 hours duty and gets a salary less than a cook. Inspite of that we arrested Akram Lahori who was astonished to learn that he was caught by the Karachi police. He said we set up 6 centre of 15 Madadgar and 915 for traffic. We kept FIR forms on different places to maintain a check on police stations because people have so many complaints against police stations. We suggested to hold seminar on community policing in order to remove fear of police stations from the hearts of public. There was no blue eyed SHO. Whenever we got complaint the first step we took was that we suspended the concerned police official, he added.

Earlier speaking on the occasion the former President of High Court Bar Association Karachi Advocate Sami Ahmed said that the judiciary have the power to control the police and only judiciary could give the guarantee of liberty. He said that there was no new things in Police Order 2002, these laws had already prevailed in the country. He was of the opinion that Nazims had no real powers, they could not interfere in the matters of police if there was any dispute between police officer and Nazim then the matter would be decided by the provincial government.

Mohammed Saeed Siddiqui, Professor Afaque Siddiqui, Syed Mustafa Ali Brelvi and Islamuddin Agha asked several questions from the Inspector General Police which he answred in details. Shura in a resolution condoled the death of renowned lawyer and scholar Khalid Ishaq. Qutubuddin Aziz, Mahdi Masud, Gen. ® Ghulam Umer, Dr. Zakia Zeba, Miss Akhtar Begana, Khalid lkramullah, Dr. Syed Amjad Ali Jaffery, Jam Amir Ali Khan, Abdul Haseeb Khan and Prof. Dr. Naeem Qureshi participated in the meeting.

SENSE OF DUTY AND HARDWORKING IS THE KEY TO PROGRESS AND WELFARE SAYS SADIA RASHID

SHAHEED HAKIM MOHAMMED SAID'S WORK FOR CHILDREN IS A BRIGHTER CHAPTER OF OUR COUNTRY'S HISTORY-- ADVOCATE ZIA AHMED AWAN

Mrs. Sadia Rashid, President, Hamdard Foundation Pakistan has said that the strong sense of duty and continuous hardwork were the key to progress and welfare of any nation and the nation which lacked of these qualities would fall into oblivion.

She was addressing at the Hamdard Naunehal Assembly, held in Karachi on Monday February 23, 2004 at Beharia Complex, Karachi. The topic was "Sense of duty and handwork are the key to progress and welfare".

Mrs. Sadia Rashid further said that the climax of progress and development, which we observed in some societies of the world, was the result of individual and collective endeavors and sense of duty. Japan, China and Korea are the living examples of that, she maintained.

She was of the opinion that the progress and reformation of a nation was not the sole responsibility of the governments but of every individual. No one whether he / she is a laborer, worker, teacher, official or high official, should refrain from performing his / her duties, because it results in slow speed of national progress. She said the children and youth of today are the builders of nation's future, so they should develop in themselves the habit of knowledge seeking, handwork and punctuality. This is the only way for progress and development of a nation. That is why Shaheed Hakim Mohammed Said invariably reminded the children and the youth that "the nations, which do not work hard, lagged behind in the race of progress".

Chief guest and President of Organization of Lawyers for Human Rights and Legal Affairs, Advocate Zia Ahmed Awan addressing the naunehal assembly said that he was a humble worker of Shaheed Hakim Mohammed Said's movement for children. He said that his organization was working for children as well. He said that 42 per cent of our population consists of children of up to 14 years of age, even then there was no person in the country except Hakim Mohammed Said, who worked for the betterment of children. Hakim Sahib's work for children is a bright chapter of our country's history, he maintained.

Advocate Zia Ahmed Awan further said that today's children are more wiser than the adults. If proper education and training is given to them they will prove themselves to be useful and good citizens of the country, he said. adding: He said we should take care of those children who did not see even the door of a school. We have left them wandering here and there and never bothered to understand their problems and to work for them and the best thing, which we can give them, is education, he stressed.

He commended the role naunehal assembly is playing in character building of the children.

Child speakers Aala Zia, Syed Fawad Hasan, Sughra Shah, Mohammed Usman lqbal, Tahir Ansari, Mohammed Ghaus and Shahina Beg also spoke on the occasion. Children presented national songs, tableaus and dua e Said on the occasion. Nudrat Khawaja compared the programme. Beside elite of the city, teachers, parents and students in a large number attended the function.
