SHURA DISCUSSES THE CAUSES OF TERRORISM
Hamdard Shura session held on 10th June 2004 at Karachi

Speakers at the meeting of Shura Hamdard Karachi chapter discussed the root causes of terrorism, prevailing in the country particularly in Karachi and maintained that establishment of rule of law, social justice, alleviation of poverty and unemployment are must for the restoration of law and order and abolishment of terrorism in the country.

The meeting was held under the chairmanship of Justice ® Haziquel Khairi, ex‑provincial ombudsman Sindh Avari Towers Hotel. Mrs. Sadia Rashid, President, Shura Hamdard Pakistan was present at the meeting. The theme of the meeting was: Indian elections, results and their possible political effects on South Asia. But most of the time members discussed the terrorist incidences, which took place in Karachi and root causes of terrorism.

While speaking on the occasion Gen. (Rtd) Ghulam Omer said that the terrorist attacks in Karachi could be judged in the perspective of the circumstances of Muslim world and the world as a whole. He questioned why Karachi was being chosen for the terrorist activities, because the peace of Karachi was the peace of whole Pakistan. Creation of disturbance in Karachi was a part of terrorist's nefarious designs to shake the government and the country. We should keep our moral high and be confident about the solidarity of our homeland. Those societies of the world, which had made great and extra ordinary progress, face the same circumstances. However the government should try to find out the root causes of the terrorism and root them out from our society, he remarked.

Dr. Mirza Arshad Ali Beg said that the country is deprived of a loss of 2 billion rupees from one day strike in Karachi therefore Karachi is chosen for terrorist activities.

Engineer Anwarul Haq Siddiqui said that in recent demonstrations in Karachi, in which Qauid‑e‑Azam Academy was put on fire, had recalled the barbaric days of Mongol Tataris. When there was no respect for learning, scholar and book, extreme disappointment would essentially prevail. He suggested that a movement for reform must be launched throughout the country to bring the people out of the mental abyss in which they have fallen now.

Syed Mustafa Ali Brelvi suggested that to control the terrorist activities we should check and examine the way of living of their families and keep an eye on the culprits and street urchins of every dwelling. Government should make such an arrangement that no terrorists could escape from the place of crimes.

Haq Nawaz Akhtar said that the jobless youth easily fell prey to terrorists and become their tools. Employment opportunities for the youth were essential to stop extremism, because social injustice, poverty and unemployment were the main causes of extremism and terrorism. He said that the rulers and politicians should adopt civilized way of talking and solve their differences through dialogue.

Islamuddin Agha proposed that organizations, comprising of educated and conscious persons be made at every level of society to combat terrorism. The voice of those persons would be effective against terrorism.

Prof. Dr. Naeem Qureshi said that mere political statements can't work against terrorists, it is necessary to deal with them with iron hand and to look into our own faults in tackling them. Mohammed Saeed Siddiqui was of the opinion that the failure of secret agencies to nab the terrorists was, that we had indulged them in activities other than their own real duties.

Col. Mukhtar Ahmed Butt said that unfortunately we did not give right to the rightful person. It was the right of the people to whom they chose to govern them. "We have no right to stall any government of our choice, whoever wins the confidence of public should get a chance to form government". Unless we shall give right to the people to form their governments and allow rule of law to prevail in the country, the terrorism and extremism would continue in the country.

Commenting on the recent Indian general elections Qutubuddin Aziz said that 36 Muslim representatives have been elected to Indian parliament. Indian Muslims have made themselves politically strong and become electoral power, he said adding that whatever role BJP government played in Kargil and sent one million Indian army on Pakistan's borders had minimized the BJP victory in general elections. The hue and cry of BJP on becoming of Sonia Gandhi the prime minister of India was wrong since an Englishman founded the Indian National Congress Party, which had won independence for India. Another English Lady Mrs. Anne Bassent was an active leader of Congress Party and the first govern‑general of India was also an Englishman, Lord Mountbatten. He opined that congress party would be more helpful in granting concessions to Pakistan in the resolution of Kashmir issue than Bhartia Janata Party.

Shura in a unanimous resolution condoled the deaths of Maulana Mufti Nizamuddin Shamzai, martyrs of Mosque and Imambargah Ali Raza and personnel of army and police, who were martyred when the convoy of Corp. Commander Karachi was hit by the terrorists in Karachi, and expressed its deep sorrow and prayed for the departed souls. Besides members, observers in a large number attended the meeting. 

 

SHURA HAMDARD RAWALPINDI, held on 06th JuLY 2004

Monthly session of Shura Hamdard Rawalpindi was organized on 6th July 2004 at Hamdard Markaz Rawalpindi. Former chairman of Islamic Ideology Council Dr. S.M. Zaman chaired the session. President Hamdard Foundation Pakistan Mohtarma Sadia Rashid also attended the meeting. Other Shura members who attended the session included former chief of ISI Gen.® Hameed Gul, Dr. Rashid Nisar, Dr. Moizuddin,

Prof. Wadood Jilani, Prof. Iqbal Bakht, Prof. Ehsan Akbar, Mansoor Aqil, Dr. Murtaza Moosvi, Dr. Lal Baha, Ms. Maqsoodah Husain Prof. Niaz Irfan and Dr. Shamsa Baqai.

The topic of discussion for Shura was “Controlling of Law and Order Situation is a Pre-requisite for Political & Economic Progress"

At the start of the Shura, speaker of the session paid glowing tributes to Qazi Sagheer-ul-Haq who passed away recently. He said his services and contribution to Hamdard Shura would be remembered for a long time. Other members of Shura also paid him rich tributes and offered Fateha.

Presenting his views on the topic former chief of ISI Gen.® Hameed Gul said that it’s the foreign hand which is doing terrorist activities in Pakistan. He said in the present set up Assemblies have no value as only a group is making all the decisions. He said that Wana operation has created a rift in our society and it can’t be ruled out that its reaction will erupt in some form or the other in the streets of our country. Mansoor Aqil putting his views on the topic said that Pakistan is basically an agricultural country, but only a handful of people are controlling our agriculture and agricultural economy.

Prof. Niaz Irfan said that to solve our social problems we would have to control terrorism. Prof. Iqbal Bakht said that for solving all our problems and for political and economic progress we would have to root out un-employment from our country. Dr. Maqsooda Husain was of the view that merit be given supreme position in our society and must eliminate social injustice.

NATION CAN'T MAKE POLITICAL AND ECONOMIC
PROGRESS, MAKING WHOLE WORLD HOSTILE TO
IT; RATHER IT WILL INCREASE THE BACKWARDNESS
OF THE NATION FURTHER ----- SAYS SHURA HAMDARD

Karachi, Speakers at the meeting of Shura Hamdard Karachi Chapter maintained that Pakistani nation could not make political and economic progress by making whole world hostile to it; it will further increase the backwardness of the country.

The meeting was held on Thursday July 8, 2004 under the chairmanship of Justice ® Haquil Khairi, member of Islamic ideology council and former provincial Ombudsman Sindh on the topic: "Controlling of fear and law and order situation is a sine qua non for political and economic progress" at a local hotel.

Shura in a unanimous resolution, condemned the act of damaging the Quaid e Azam Academy in recent disturbances in Karachi and demanded that the lost books should be regained and arrangement of their safety be made. Present valuable manuscripts of the academy should be preserved through micro film processing and the security of the academy be made sure in future.

Mrs. Sadia Rashid, President, Shura Hamdard Pakistan while addressing the meeting said that rule of law, transparent system of accountability and moral education and training were essential for the economic and political progress of our homeland. An effective policy for law & order be formed, she said.

Justice ® Haziquel Khairi said that there were many countries in the world which did not have religious system of government, even then they made tremendous progress in all fields. "It means that there are some other elements also, which play an important role in making progress and those may be social justice and national character", he stressed.

General ® Ghulam Umer said that Islam had given some important principles. Following them every nation could make progress irrespective of its caste, creed and religion. The non Muslims followed them and made progress, he said adding that "nowadays no muslims invent any thing and travel in space, why? Because they forget those principles". He said there was no contact between rulers and public of muslim countries. It was a very shameful situation that a Muslim was killing to another Muslim. Holy Prophet (pbuh) prayed for those, who injured him at the place of Taif. We should follow the way of Holy Prophet (pbuh) to make Pakistan a successful state, he asserted.

Mursarrat Akram was of the opinion that all problems, facing by Pakistan, were the outcome of our intolerance. A home, which is filled with fear, could not progress, so was a society and a country. We should have to remove the fear, promote understanding and work for the social development.

Mohammed Said Siddiqui said that economic worries and unemployment were promoting the terrorism in the country. Religious fanatics were labeling to every one as `kafir'. God may give us strength to fight against poverty, ignorance and terrorism. Dr. Syed Hamid Mahmood lamented that people had become habitual of backbiting and blaming each other, which had made their lives a symbol of double standard.

Highlighting the causes of progress of non Muslim societies Dr. Syed Amjad Ali Jaffery said that there were social justice, better administration and rule of law found in their societies, which were absent in Muslim societies. "They value scientists and giveaway awards to them while we ignore them", he added.

Qutubuddin Aziz said it was greatly distressing that fear of God and fear of ruler had gone out from our society, resulting in the bad situation of law and order while our great leader Quaid e Azam Mohammed Ali Jinnah had greatly emphasized on establishment of law and order and elimination of corruption in his policy speech on August 11, 1947. He was of the view that a high powered Commission for Administrative Reforms should be formed to control law and order, without which no foreign investment would be made in the county.

Haq Nawaz Akhtar said that our society should be a caring society. Society could play this role with the help of country's triangle of army, administration and judiciary. Education, self employment and control of law and order were must for political and economic progress.

Engineer Anwarul Haq Siddiqui said when we have thrown away book and pen and taken kalashincov in our hands, how come it was possible for us to bring peace in the country. Only 27 percent children of the country were going to school and the education, which was being given to them, was purposeless. Rural population was shifting to cities due to poverty and unemployment, resulting in creation of street urchins. He opined that a new social contract may be introduced in the country otherwise a revolution was knocking at our doors.

Mohammed Ahmed Sabzwari lamented that it was a matter of great shame for us that we were saying `namaz' under the protection of police in a Islamic country. Criminals were safe and public was unsafe in the country, it was a tragedy, he added.

Khalid lkramullah Khan said that terrorists wanted to destablise the government and the country, but it was irony that our people had involved in this game. We gave them free hand and abetted them. Because some of us considered their activities as noble deed and some helped them due to fiber link.

Khan Mohammed Hussain Khan said when ruler's heart was free from fear of God how there would be a fear of ruler in the hearts of public. He said that accumulation of wealth in few hands and absences of social justice in our society were the causes of disturbance of law and order. Anarchy was spreading and the country was going towards French revolution. Prof. Dr. Naeem Qureshi, Prof. Afaque Siddiqui and ldrees Minai also spoke on the occasion. Besides members, observers also attended the meeting.
